Synopsis: - From the Stormwatch HQ satellite located in hyperspace Adam One, Engineer, and Jenny Q monitor strange activity involving the moon. Engineer mentions that there is a "giant horn" visible on the moon, and that the various superheroes on earth are unaware of it - and are also unaware of the existence of Stormwatch. Eminence of Blades has been sent to investigate, and encounters several rock-like creatures made from the surface of the moon. Tanner then encounters the Scourge of Worlds. The Scourge probes Harry's mind to learn more about Stormwatch, whom he characterizes as "soldiers" - the probe reveals that this team has been fighting for the earth since the early ages. It also reveals that they are ruled by a "Shadow Cabinet" of the dead.
- Adam One and Jenny Q investigate an "artifact" discovered in The Himalyas. A giant horn, which Jenny teleports to their headquarters using her powers which are "based on 21st-century physics".
- Meanwhile, three other members of Stormwatch are in Moscow on a mission to recruit the newly discovered superhuman Apollo. The recruitment party consists of Jack Hawksmoor, Projectionist and a third person, who when his disguise is removed is revealed to be Martian Manhunter. They have been sent to recruit Apollo on the basis of reports that he is of "Superman-level power". There is a report that Apollo killed a known child molester. Conflict emerges between the heroes when Apollo indicates disinterest in joining a "superhero group". The three Stormwatch members are incapacitated by Midnighter, who tells Apollo that he needs his help in "killing every evil bastard on the planet".
